So – If I have been the primary account-holder for the last several years but used my “extra card” for my wife – would she be qualified to use this promotion as a “new account” or would she be considered to have been a “member” since she has been on my account with the extra card?

Yes, she is totally eligible to get her own account. The extra household card is simply a perk of membership – it doesn’t prevent anyone else from getting their own membership.
I joined Costco with a similar deal and have never looked back. It’s so great for big grocery trips and stocking up. I’ve saved so much money there.
Depending on how much you think you’ll spend, it might be worth upgrading to an Executive Membership. But this is a great place to start!
